A DNS was issued on April 8 for the construction of a five-story, 272,649 square foot senior apartment complex with 296 residential units, The complex is on a 2.6 acre parcel and is located on the southeast corner of 198th Street SW and Scriber Lake Road at 5800 198th Street SW.
The maximum height will be approximately 61 feet including the rooftop equipment. The project will also include demolition of an existing retail complex. 221 parking stalls was to be provided with 162 stalls located underneath the building and 57 stalls at grade.
The applicant proposed to provide associated landscaping and will construct outside gathering areas. Subsequent review has disclosed that diesel contamination exists at the site, which will require clean up per state regulations and on May 13 the applicant submitted a revised checklist and supplemental materials addressing the contamination. The applicant has also requested a parking reduction from 221 parking spaces to 207 parking spaces, which was also addressed in the submitted revised checklist.
The City of Lynnwood issued an Optional Determination of Nonsignificance with a Notice of Application on this project on May 22, stating its intent to issue a Determination of Nonsignificance (DNS) for this project. The comment period for the Optional DNS ran concurrently with the comment period for the Notice of Application and ended June 9.
This DNS determination may be appealed by submitting an appeal to the Community Development Department at 4114 198th St SW, Suite 7, PO Box 5008, Lynnwood, WA 98046. There is a 14 day appeal period. An appeal may be submitted no later than 4 p.m. on July 13.
Appeals must be in writing and must contain specific factual objections. Appeals should be sent to the Lynnwood City Council, 19100 44th Ave, W., P.O. Box 5008, Lynnwood, WA 98046-5008.
