A Public Community Meeting about a Level 3 Sex Offender, who says he is moving to Lynnwood, has been scheduled for 7 p.m., Thursday Aug. 6 in the Lynnwood Municipal Court, located on the second floor at 19321 44th Ave. W. in Lynnwood.
Christopher Lee Shelley has indicated he plans to move to a residence in the 7000 block of 188th Pl. SW. in Lynnwood.
According to official documents, Shelley pled guilty to the crime of Rape of a Child 2nd degree in King County Superior court on Jan. 26, 2001 and was given a term of 111 months in prison. The victim of the crime was a known 12-year-old girl. At the time of this crime Shelley was 17 years old.
In March of 1995 Shelley was convicted of the crime of Rape of a Child 1st degree in Snohomish County Juvenile Court. Shelley was given a term of 21-28 weeks in a Juvenile Institution. The victims in this crime were 6 and 9 years of age, both males known to Shelley.
In April of 1995 Shelley was convicted of the crime of Assault 4th Degree with Sexual Motivation and was given a term of 52 weeks in a Juvenile Institution. The victims in this crime were two females, ages 14 and 15 who were known to Shelley. Shelley has prior convictions for the following crimes: Reckless Burning in 1994, Burglary 2nd Degree and Failure to Register in 1995, and Residential Burglary in 1997. Shelley is no longer on supervision and his only requirement is to register his address.

The Lynnwood Police Department is releasing the following information pursuant to Washington State Law and the Washington State Supreme Court Decision in State v. Ward, which authorizes law enforcement agencies to inform the public of a sex offenders release. When, in the discretion of the agency, the release of information will enhance public safety and protection.
The individual who appears in this notification has been convicted of a sex offense that requires registration with the Sheriff’s office in the county of their residence. Further, their previous criminal history places them in a classification level, which reflects the potential to re-offend. The sex offender has served the sentence imposed on him by the courts and has advised the Snohomish County Sheriff’s Office and the Lynnwood Police Department that he will be living in the 7000 block of 188th Pl. SW. in Lynnwood. Shelley is not wanted by the police at this time. This notification is not intended to increase fear, according to the Police. Rather it is the Police’s belief that an informed public is a safer public.
The Snohomish County Sheriff’s Office and the Lynnwood Police Department have no legal authority to direct where a sex offender may or may not live. Unless court ordered restrictions exist, this offender is constitutionally free to live wherever he chooses.
