Happening nearby: Police notify public of registered sex offender living on Highway 99

The Edmonds Police Department on Wednesday issued a public notification that a registered sex offender has moved into the 22000 block of Highway 99 in Edmonds. John Wesley James Keeney is a Level III offender and considered “most likely to reoffend,” the department said.

Keeney, who has five previous felony convictions, is 40 years old, 5-9 and weighs 230 pounds.

According to official documents, in 1989, at age 14 Keeney raped a 13-year-old girl in an alley. He was originally charged with second-degree rape but pleaded guilty to fourth-degree assault. At age 16, he raped a 12-year-old girl at knife point in a park, and pleaded guilty in 1991 to second-degree rape. In 1993, Keeney raped a 16-year-old girl after picking her up on the street to give her a ride. He later pleaded guilty to third-degree rape. After being released from prison, Keeney pleaded guilty to third-degree assault after being charged with molesting two under-age girls. In 1996, he was convicted of third-degree rape after forcing himself on a 15-year-old girl he met while working at a sandwich shop, and later that year was also convicted of second-degree child molestation involving a 13-year-old girl.
