City Councilman Ted Hikel has filed a formal complaint against the citizens’ group that wants to change the city’s form of government.

People For a Better Lynnwood want to convert to a council/city manager format.

Hikel’s complaint alleged that the group sought donations that should have been recorded with the PDC. It’s an allegation that Bill Siddell, a retired Lynnwood employee who heads the citizens’ group, says is more indicative of Hikel’s investment in the mayor-council format than anything based on fact.

In fact, PDC records show that People for a Better Lynnwood registered with the commission Oct. 28 last year and about $3,500 donations were logged, beginning in January.

Interim PDC Director Doug Ellis says the PDC will decide this week whether to do an investigation on Hikel’s claims that contributions went unreported and that the group violated the law when members tried to speak at a council meeting.

Hikel, an ally of Mayor Gough, says the group should not be allowed to use city facilities — even the microphone — to address the council.
