Police to hold community meeting about level 3 sex offender

Police have scheduled a public meeting for Tuesday, Nov. 29, to provide information about the release of a level 3 sex offender (the level considered most likely to re-offend.) The meeting begins at 7 p.m. on the second floor of the Lynnwood Municipal Court.

63-year-old Gary Dwayne Young has told authorities he will be moving to the 18000 block 44th Ave. W.

According to official documents, Young was convicted of three counts of first-degree rape and second-degree assault. The victims were all female strangers between the ages of 20 and 28.

Police say they were all abducted from parking lots at convenience stores, driven to other locations and raped at knife point. Young was given a term of up to 30 years in prison in October of 1972. He was released after three years.

Then in 1988, he was arrested in Spokane for first-degree kidnapping and attempted kidnapping. Young was found guilty in 1990 and served 121 of 154 months in prison. He was then transferred to the Special Commitment Center in December of 2001. Due to his age, medical issues and years of confinement he no longer meets the definition of a sexually violent predator and was released by the courts.

  1. I’m not understanding why this thing is being allowed to move so close to an elementary school? Isn’t there a law against that?
