The Lynnwood Police has scheduled a Community Meeting to discuss the release of a Level 3 Sex Offender.
The meeting is set for 7 p.m., Wednesday, April 15 in the Lynnwood Municipal Court located on the second floor at 19321 44th Ave W, Lynnwood.
David Russell Mesford is a Level III sex offender. He is 53 with brown hair. Mesford is 6 feet tall and weights 210 pounds. Mesford has said he plans to live in the 5500 block of 176th St, SW. in Lynnwood.
Mesford has been convicted of a sex offense that requires registration with the Sheriff’s office in the county of his residence. Further, his previous criminal history places him in a classification level, which reflects the potential to re-offend. The sex offender has served the sentence imposed on him by the courts and has advised the Snohomish County Sheriff’s Office and the Lynnwood Police Department that he will be living in Lynnwood. Mesford is not wanted by the police at this time.
According to official documents, Mesford was convicted in Snohomish County Superior Court in 1993 of Attempted Residential Burglary with Sexual Motivation. He also in 1993 pled guilty to Public Indecency and two counts of Lewd Conduct. Mesford has a history of exposing in Snohomish and King County from 1992 to 2013.
His latest exposure incident is from a Seattle Police Department case where Mesford again exposed himself. Seattle Police responded to a location where the 911 caller reported a man was naked standing on the sidewalk near the Jack in the Box. The woman caller reported the naked man approached her vehicle as she pulled into the parking lot. The woman had small children in the vehicle who were shocked to see a naked man walking towards their vehicle. The man was reported as driving away from the location in a GMC Yukon.
Seattle Police located the vehicle driven by Mesford. He was wearing a t-shirt and nothing else. He had thrown another t-shirt over his groin area.
During a police interview Mesford admitted to the exposure. He was convicted in 2014. Also in 2014 Mesford was convicted of two counts of Communication with a Minor for Immoral Purposes in King County. Mesford has attended treatment. He will be supervised by the Washington Department of Corrections Lynnwood Field Office.
The Snohomish County Sheriff’s Office and the Lynnwood Police Department have no legal authority to direct where a sex offender may or may not live. Unless court ordered restrictions exist, this offender is constitutionally free to live wherever he chooses.
